SABER
Supporting in “Saudi Standards, Metrology & Quality Organization (SASO), under the Saudi Product Safety Program (SALEEM), a new system that will replace the current product certification system. via the SABER platform, an electronic Registration System for Conformity Certificates.
In order to expedite the import of goods and restrict the amount of non-conforming products, “SABER” is an electronic service that is used to issue certificates of conformity for products that meet Saudi norms and requirements. Whether the items are imported or locally made, the “SABER” service links suppliers and traders with the authorized conformity authorities’ legal agents to issue certificates of conformity for the goods that will be offered in the Saudi market.

A Certificate of Conformity (CoC) is a document that demonstrates compliance with SFDA requirements for product shipments. It is a requirement for clearing certain products from ports and customs authorities. The authenticity of the issued certificate can be easily checked online.

Products covered include cosmetic products, food products of animal/vegetable origin, processed fruits and vegetables, red meat, milled rice, sesame seeds, fresh fruits, fresh vegetables, agricultural crops, and spices, tea, red meat, and red meat from India. Tea from Sri Lanka and red meat from Sudan also require a CoC for clearance at Saudi ports.
Food product shipments from any country of supply can be voluntarily certified and issued with a CoC, ensuring clearance at Saudi ports within 24 hours. In the absence of a CoC, the shipment may be subjected to custom hold or further testing/inspection.
REQUIREMENTS FOR DOCUMENTS

Regarding food and cosmetics, “halal” refers to goods that, in accordance with Shariah (Islamic law), are suitable for human consumption or use.
The authority in charge of enforcing laws governing Halal products in the United Arab Emirates is the Ministry of Industry and Advanced Technology (MoIAT), formerly the Emirates Authority for Standardization and Metrology (ESMA). In order to strengthen the program certifying Halal items, the Federal Government introduced the Halal National Mark.
GulfTIC is a MoIAT-registered Halal Certification Body that has been recognized by the Emirates National Accreditation System (ENAS) to provide certification and conformity assessment services for Halal products destined for the United Arab Emirates and other GCC nations. GulfTIC is acknowledged by the Saudi Food and Drug Administration (SFDA) and is a notifiable body under the SASO, KSA. (Saudi Food & Drug Authority).

The Halal Certificate has a three-year validity period from the date of issuance. The certification must be renewed one month prior to the certificate’s expiration.
• Additional items that fall under the same category, are produced at the same facility, and meet the same technical requirements may be added to the list of certified products.

The Halal National Mark
• Products that are shown to comply with the U.A.E. Regulations for Halal Products are awarded a Mark of Conformity.
• A mark authorized by the Federal Authority of the United Arab Emirates (MoIAT) and able to be printed on the certified goods as evidence of conformity.
• The license to use the Halal National Mark is good for three years after it is issued.

The Emirates Quality Mark (EQM) is a product certification scheme that involves evaluating a product and its Quality Management System through testing and inspection.
The EQM Certificate of Conformity is a valid 3 year certificate for certified products, valid for shipments from Ports and Customs Authorities, and can be updated with additional models if they meet the same technical requirements.
